Blue Alliance (BA), an international NGO founded in 2016, manages Marine Protected Areas (MPAs) on behalf of governments and builds social enterprises in the Blue Economy.

BA currently manages 1,000,000 hectares of Marine Protected Areas (MPAs) across four MPA networks in Indonesia, the Philippines, and Zanzibar. With plans to extend our management to six MPA networks by 2030, our goal is to protect 2,000,000 hectares of coral reef biodiversity, safeguard over 70 threatened marine species, and significantly improve the livelihoods of more than 50,000 coastal community members.

Our innovative model not only focuses on ecological conservation but also ensures the economic empowerment of local communities through long-term income generation from reef-positive businesses in ecotourism, community-based aquaculture, sustainable fisheries, and blue carbon credits. Each business reduces specific drivers of coral reef ecosystem degradation and contributes financially to the MPA management through dividends and/or revenue sharing.

We fund early-stage investments into these businesses through our blended finance facility. We work with like-minded donors and investors by effectively co-managing MPAs and building Blue Economy businesses in and around them.

Our multi-disciplinary senior central management team (14 staff) collaborates closely with on-the-ground MPA teams and reef-positive enterprise teams (120 staff). The international team focuses on revenue and conservation strategy execution, providing expertise in effective MPA management, blended finance, and business management in ecotourism, aquaculture, fisheries, and blue carbon.We are seeking a highly skilled and proactive Human Resources Manager to establish and lead structured HR practices across our group. This role will provide oversight and professional management of all HR-related functions, ensuring compliance with local labor laws, consistency across operations, and a positive workplace culture. The ideal candidate will BE hands-on, solutions-oriented, and capable of building robust HR systems where little currently exists.

Key Responsibilities
- Workforce Management & Staffing Data

Develop and maintain an accurate, centralized record of all staff, including those paid via payroll, cash, or allowances.

Establish reliable systems for leave management, approvals, and record-keeping to ensure compliance with labor laws.
- Policy Implementation & Compliance

Activate and enforce group-wide HR policies, ensuring consistent application across all locations.

Provide training and guidance to management and staff on HR policies and labor law requirements.
- Contracts & Legal Compliance

Standardize employment contracts across countries while adapting them for local labor law requirements.

Implement structured processes for contract renewals, terminations, and performance reviews.
- Compensation & Benefits

Create transparent salary structures and pay bands to ensure fairness and compliance.

Establish a formal process for salary increases, promotions, and allowances.
- Employee Relations & Workplace Culture

Mediate workplace conflicts and foster a professional, respectful, and collaborative work environment.

Provide coaching and support to managers on conflict resolution and team management.
- Recruitment & Onboarding

Lead end-to-end recruitment processes : drafting job postings, screening candidates, coordinating interviews, and ensuring timely hiring.

Design and oversee structured onboarding programs to integrate new hires effectively.
- Data Protection & RGPD Compliance

Ensure that all HR processes comply with GDPR and local data protection regulations.

Oversee secure storage, restricted access, and proper retention of employee records.

Establish clear procedures for handling employee data, consent, and privacy rights.

Le profil recherché

- 5 to 10 years' experience in HR management, preferably in multi-country or multicultural environments.
- Strong knowledge of labor laws and HR best practices.
- Proven experience standardizing HR processes across multiple locations.
- Excellent communication, conflict resolution, and interpersonal skills.
- High level of discretion, integrity, and professionalism.
- Fluent in English. Must BE comfortable interacting with international stakeholders and attending meetings in English
- Willingness to travel internationally to assist with HR practice in subsidiaries
- A keen interest in developing countries and issues related to marine protected areas
