Purpose of the Job  
Within Tender Core Team, the Bid Cost Manager is responsible for delivering competitive & robust cost for our Tramways Locomotives and Very High Speed Train offers, assembling associated selling price and deliverables, proposing most effective Cash profile.  
Organisation Reporting  
Within Site Tenders & Project Direction, the Bid Cost Manager report To Tender & Costing Director.

Tender Team: Tender Leader, Bid Manager, Bid Technical Manager, Tender Sourcing Manager, Tender Industrial Manager, Tender Planning Manager  
Operational Teams: LRH Site metiers (Engineering, Industrial, Sourcing, Supply Chain in particular), RSC Participating Units; Alstom Systems tender teams and external partners when relevant  
Finance Teams: Regions Finance, Central Tax, Treasury, Project & Export Finance, Tender Control  
  
Detailed responsibilities  
Within Tender Core Team supports the Bid Manager and the Tender Leader in implementing Company strategy/objectives for the tender, raising costing/pricing issues, challenging cost effectiveness, assembling comprehensive set of costing assumption allowing delivering robust commitment sustainable during Project execution:  
  
When Alstom is member of a consortium (Systems offers): make sure consortium pricing instructions are properly understood/cascaded/implemented within RSC teams, contribute to consolidation of the offer with Leading Unit and Partners.  
General duties:  
  
Deploy Alstom costing method in line with ALSTOM finance regulation  
Analyse pricing and costing requirement from Client or LU (when relevant) and produce Instruction for Quotation to be used by the cost contributors  
Challenge and integrate costs from Alstom Participating Units and Metiers  
Participate in risks & opportunities assessment and costing  
Challenge payment terms to propose the best possible cash performance in line with Alstom Finance objectives  
Prepare and administrate KPIs allowing to monitor Costing & Pricing progress on a daily basis  
Prepare economical section in tenders reviews (Costs reviews, QCD review, TRM review ...) then prepare Consolidated Report  
Assist the Bid Manager during negotiation with Consortium Partners and Client up to get the contract signed  
Prepare the TTM economical section  
  
Candidate experience, skills, availability:  
  
Degree in Engineering, Business Administration or Finance  
3 years' experience in tenders costing preferably or project finance  
Rigorous with strong analysis and priority management skills  
Familiar with Rolling Stock environment and key drivers  
Able to work under pressure and meet deadlines  
Able to coordinate with multiple stakeholders and metiers including Project Management, Engineering, Finance, Taxes ...  
Able to challenge, influence and convince interlocutors  
Good communication skills able to produce comprehensive but synthetic reports  
Languages: English (mandatory), French (important), Spanish (would be a plus)  
Able to honour travels in France and Export/Far Export countries, lasting from 1 day (in France) to 1 week (far export).
