The company is a global leader in the steel and mining industry.

It manufactures a wide range of steel products used in construction, automotive, energy, and industrial sectors. With operations in many countries, it focuses on innovation, operational excellence, and sustainability while aiming to reduce the environmental impact of its production processes.Handle the capex purchasing process in coordination with the project manager, the main buyer and the team, from the early determination of the purchasing strategy to the completion of the contract execution.

KPIs :
- On-time PO placement rate (%).
- Difference between negotiated and final price (%).
- Supplier non-compliance rate (%).
- Delivery time in contract compaired to Project Schedule.

Responsible for supply chain management in a project, serving as the single point of contact with ArcelorMittal's Purchasing team. Includes teams handling expediting, procurement, logistics, and quality inspections. Identifies and resolves governance issues, drives process improvements, and ensures timely communication. Selects vendors, negotiates contracts, manages risks and claims, and adheres to quality policies. Collaborates with stakeholders to optimize purchasing performance and supports the program manager.

Key accountabilities :
- Supports procurement management on dedicated perimeters.
- Manage contract administration and evolution with EPCM and OEMs.
- Drafts and negotiates contracts in accordance with the user's expectations in terms of the quality of material and services, timelines and TCO aspects.

Works in accordance with ArcelorMittal's guidelines, values and strategies.

Major tasks :

Procurement Planning :
- Develop a procurement plan that outlines the overall strategy for acquiring the necessary resources.
- Consider factors such as budget constraints, timelines, risk management, and stakeholder requirements.
- Provide regular updates and reports on assigned projects.

Vendor Identification and Evaluation :
- Identify potential suppliers and vendors through market research and networking.
- Evaluate and assess suppliers based on criteria such as quality, reliability, cost, and compliance.
- Pre-approve consolidated vendor list and review and finalize procurement packages.

Negotiation :
- Conduct negotiations with suppliers to secure favourable terms and agreements.
- Negotiate pricing, payment terms, delivery schedules, and other contractual terms.
- Ensure negotiation results are aligned with ArcelorMittal guidelines and secure necessary approvals.

Contract Management :
- Draft and manage contracts with suppliers to ensure compliance with legal and organizational requirements.
- Monitor contract performance and enforce terms and conditions.
- Apply ArcelorMittal's Quality Management Policy and objectives within the scope of responsibility.
- Collaborate with ArcelorMittal Capital Goods (AMCG) for larger purchasing activities tied to the project.

Documentation :
- Maintain comprehensive records of all procurement activities, including contracts, bid evaluations, and communication with suppliers.
- Ensure documentation complies with organizational and regulatory standards.
- Create frame agreements following standardization strategy.
- Develop procurement strategy (focused on developing procurement category plan and packages) with the objective to optimize spend, identify synergies, bundling opportunities and ultimately reduce TCO.
- Responsible for Capex procurement of the Decarb project.

Knowledge Sharing :
- Share expertise and experiences with the team to enhance collective performance.

Claim Handling :
- Manage and resolve claims effectively.

Le profil recherché

- University degree in a technical or economic direction or equivalent professional education.
- Knowledge of technology (engineering, electricity, mechanics) in orfer to proper estimate the quality and completeness of the quotations.
- Minimum 3 years' experience in the governance & continuous improvement of CAPEX projects, or large-scale projects.
- Goal oriented, results driven, takes initiative, leadership, and attention to detail.
- Effective communicator, with ability to proactively deal with stakeholders, persuading them to meet deadlines.
- Analytical, very precise in terms of administration and procedures to follow.
- Technical English and French, read and spoken.
- Digitaly fluent, MS Office, SAP.
