HSE Management Services - Deep Offshore Project Technical Assistance H/F

Our client, a major international operator, is developing a key deep offshore Oil & Gas project (subsea depth ~3,000m, uncommon reservoir characteristics, CAPEX in the multi-billion USD range, ~38 wells to drill and complete). The project targets high H3SE standards while optimizing reserves, schedule, costs, and GHG emissions.

We are looking for an experienced HSE Management Services professional to support the Project H3SEQ Manager in implementing and driving the Project's HSE Management System.

Missions

The service holder will support the protection of personnel, environmental compliance, and safeguarding of operational assets by working closely with the project's packages and the client's entities. The role is highly transverse, interfacing with:

• Internal project team: 10 to 30 people
• External stakeholders (affiliate entities, client HSE teams, Contractors): ~30 people

Key responsibilities include:

• Implement and improve the Project HSE Management System for safe, environmentally-sound execution
• Develop a strong safety and environmental culture within the team
• Drive the project team and contractors towards high-level HSE performance
• Ensure proper HSE reporting and KPI follow-up
• Coordinate HSE objectives, improvement actions, and management reviews
• Promote visible management commitment; coach managers ahead of HSE tours
• Coordinate joint HSE tours, HSE committee meetings, and findings close-out
• Facilitate project HSE reviews and prepare HSE committees
• Support Contractors on HSE Bridging documents and oversight of their HSE management
• Identify HSE gaps and coordinate related training in liaison with HR and Cost Control
• Manage HSE events reporting, investigations quality, and lessons learnt dissemination
• Maintain the HSE reporting database (data quality, traceability, analysis)
• Coordinate HSE audits planning and performance follow-up
• Analyse HSE performance vs. objectives and propose improvement plans
• Provide advisory support to project packages on HSE management and technical aspects
• Contribute to innovative HSE methodologies, tools and practices

Context & Environment

Deep offshore development project, first-of-its-kind installations for the client in the region, involving interaction with multiple locations (engineering offices, fabrication yards, and offshore site) across the project execution phase.

Requirements

• Significant experience in HSE management on major offshore Oil & Gas projects
• Strong knowledge of HSE Management Systems, HSE reporting tools (e.g. Synergi-type databases), and audit processes
• Proven leadership and coaching skills with project management teams and contractors
• Fluent English mandatory (working environment is international)
• Availability for residential assignment (Paris or Pau) with occasional travel to other project locations
